Wife doesn't want to help Pay bills? Wants to spend her money on Stepkids?

I have been married now for 3 years, Prior to getting married , my wife and I dated for 5 years... During the time period we dated everything was great.. Only difference was, at that point she paid her own bills.. About a year after getting married , my wife came to me and said she wasn't making as much money as she used to... My wife is a restaurant manager, she said Business has slow down much and corporate cut all managers salaries by 20% ( Which is true ).. So I decided to give her some relief , and took over the two utilities she paid, which was Cable + Wireless ...
Before taking on those extra 2 bills, I already paid for the mortgage, electric, auto insurance, and trash and water pick up.... Now, I pay for everything.. On top of paying for everything, to make matters worse, my wife goes out and blows money on my two Step Kids like crazy, This previous summer alone, my wife bought one of her sons a Laptop and a Tablet Computer... Both of which came to a total of about 1000$, now she can justify spending like this on her kids? But she can't chip in on bills? I'm living on fumes here, I can hardly afford to eat lunch at work... Meanwhile, she's living the life of luxury, and her children are going shopping for clothing nearly twice a month, returning home with bags of clothes from premium name brands... Recently, this past weekend, I had to go shopping with my mother to buy some new clothes.. I talked to my mother about the problem and she said she would help me out... My mother feels sympathy for my wife and believes she is a very strong woman so she thinks I should leave the issue alone... In contrast, I disagree with her... I think my wife should cut back her over the top spending on her kids... Before marrying her, i lived a great life... I had the best clothes , cars, watches, furniture, you name it... Now I'm living like I was back in college to support them... Worst part of all, my step kids are encouraging her to spend this money...My stepkid's have dozens of shirts and jackets, they haven't even worn yet, but my wife is crazy about spending all her funds on them and herself?? What should I do?

What you should do is sit down with your wife and hammer out a written budget. Be specific on exactly what the two of you are earning and exactly what you're spending each month.
Treat it like a business meeting, and do NOT go into the discussion with the giant chip on your shoulder you're showig here.
